Landmark AI regulation moves from legislation to implementation across member states

The European Union has entered the enforcement phase of its Artificial Intelligence Act, marking a major milestone in global technology regulation. The legislation, formally adopted in 2024, establishes a legal framework governing the development and use of artificial intelligence systems across EU member states.

The AI Act classifies artificial intelligence applications by risk level, with stricter requirements applied to systems considered high-risk, such as those used in biometric identification, employment screening, credit assessment, and critical infrastructure. Certain AI practices, including social scoring systems, are prohibited under the regulation.

Under the enforcement phase, companies operating within the European Union are required to demonstrate compliance with transparency, data governance, and human oversight obligations. Penalties for violations can reach significant financial thresholds, depending on the severity of non-compliance.

European officials have stated that the legislation aims to balance technological innovation with fundamental rights, safety, and accountability. The framework has drawn international attention as one of the first comprehensive attempts to regulate artificial intelligence at a regional level.

Technology firms based outside the European Union may also be affected if their AI systems are deployed within EU markets. Analysts note that the regulation could influence future AI policy development in other regions, including North America and Asia-Pacific.
